Important Note – The True Cost of Our Work
The costs outlined in our 2026 operational budget do not include one of the most significant components of our work: the value of the highly skilled operational personnel, professional trainers, and agents who carry out rescues and deliver specialist training.
Every one of these individuals — including Karl — serves on a 100% volunteer basis.
- No agent is paid for missions.
- No trainer is paid for delivering specialist programs.
- No operational team member receives compensation for their field work.
Their time, skills, and willingness to step into high-risk environments are given freely and without hesitation. Their motivation is simple and unwavering: to protect children from trafficking and exploitation. If the value of their labour were included, CRA’s annual operational costs would rise by hundreds of thousands of dollars. It is only through their extraordinary dedication, sacrifice, and uncompromising commitment that the Child Recovery Agency is able to operate, respond, train, and save lives. Their service does not just reduce costs — it makes this mission possible.
Budget Overview – Operational Year January to December 2026
1. Budget Cycle Clarification
CRA works within two different annual cycles, each with a separate purpose.
Operational Budget Cycle – January to December
This is the cycle used for planning missions, training programs, deployments, logistics, and all field operations.
Statutory Financial Reporting – July to June
As required by Australian law, CRA submits its annual financial reports according to the Australian taxation financial year.
These two cycles serve different purposes but together ensure full transparency, accuracy, and compliance.
2. Operational Changes Affecting the 2026 Budget
Several significant organisational changes during the current year have shaped the 2026 operational budget. CRA has undergone a redistribution of responsibilities and resources directly into Southeast Asia, resulting in:
- Enhanced on-ground operational capacity
- Reduced reliance on external contractors
- Restructured administration and logistical support systems
- More efficient, localised training delivery for police, rescue-centre staff, and operational agents
These changes have strengthened CRA’s operational presence while reshaping the allocation of funds for the 2026 period.
